PSCChangeWeekDayEx calculates the date of start of the month where the base date is situated and selects date in this month, which is specified by WeekDay and WeekDayNum. WeekDay determines the day of the week. WeekDayNum determines the number of week in the month. When WeekDayNum less than 1 the closing week of the month will be selected.
