Converts dates from TDayConst type to the TDateTime type depending on the base date.

Description
Use PSCDayConstToDateTime to convert dates from TDayConst type to the TDateTime type. The BaseDate determines the base date when calculating a complex date and defines the year of the result date. The DayConst determines an initial date. When PSCDayConstToDateTime can not convert DayConst to TDateTime type then it returns 1.
